Runciman (Liberal) complained in the House of Commons that it would reach the staggering total of £20,000,000 in the course of ten years. Moreover, the lion’s share was going to the factory owners, not to the farmers. The Minister of Agriculture, Mr W. E. Guinness, justifying the subsidy, said that nineteen beet sugar factories were now in operation. The vote was agreed to.
