NEW WATER SUPPLY PROPOSAL MADE FOR RICCARTON BOROUGH.

In connection with the water supply proposal which the Riccarton Borough Council intends submitting to a poll of the ratepayers in the near future, a request has been received by the CityCouncil that, in order to eliminate the expense of erecting a water tower to give the necessary pressure to the borough supply', it be permitted to link up with the water supply- proposed.to be installed in Spreydon, the connection to be made by' means of a main laid across Lincoln Road in the vicinity of Barrington Street and connected to a main in Clarence Road. Riccarton to pump its own water against the city pressure. The Works Committee reported at last night’s meeting of the City Council that if the proposal were agreed to it would be necessary to have meters installed to register the water drawn from the city’, or vice versa; the water to be paid for by the respective bodies at a price to be arranged. The borough engineer had pointed out that if an arrangement could be arrived at on the lines suggested, in the event of Riccarton being amalgamated with the city', the latter would have a complete pumping plant capable of supplying Riccarton's wants for many years to come, whereas if Riccarton installed its own pressure plant the tower and plant generally’, with a pressure of about 501 b, would not be suitable for the city's work and would be of little saleable value. A conference of representatives of the Riccarton Borough Council and of the City Council’s Water Supply Committee had been held and the cit\’’s representatives had decided to recom mend the proposed linking up on the following conditions:—The cost of connection and the maintenance of the connecting link to be borne by the Riccarton Borough. City’ officers to have access to meters at all times. The Riccarton Borough to pay’ to the city an annual sum of £6O, this being half the amount which the borough will save in interest by not erecting the proposed tower; the paymients to continue during the period of the Riccarton water supply loan.
