Labour’s Bill to constitute within the British Empire a Commonwealth of India was introduced by Mr Rennie Smith. It has eight sponsors, including Dr Haden Guest. Tt is explained that the substance of the Bill is approved by the Indian National Convention. The chief provisions of the Bill are: India to have the status of a self-gov-
erning Dominion wi’th reservations in regard to defence and foreign affairs, the abolition of the Council of India, the elevation of the Secretary of State to the same relationship towards India as Mr L. C. M. S. Avery to the Dominions, the Viceroy and Provincial Governors to have Cabinets to advise, the Viceroy to have full power over the Indian defence forces, for which any excess over the Budget must be sanctioned by the Commonwealth Legislature, which will be of federal type, on an elective basis and consist of a Senate and Provincial Assembly, at present, but not permanently, limited to single chambers.
