The Naval Affairs Committee, in a report, declared that the elevation of the guns on thirteen battleships would not Conflict with the spirit of the Washington Arms Treaty, but added that the president must determine whether the work should be undertaken. The committee’s report indicates the intention of enlarging the sea power of the United States on the theory that foreign building programmes have disarranged the treaty. The ratios of the proposed elevations would give range approximated 24.000 vards on old vessels. and 34.000 yards on the Oklahoma and the Nevada. The elevation proposal was defeated during the last session of the House, but the members who then opposed it arc now thought to be favourable to the plan.
