(Received November 23, 11.30 a.m.) PARIS, November 22 Analysing ' the Imperial Conference's report, the political writer, “Pertinax,” says: “Britain will be more averse to written alliances, since in times of .stress her attitude will be influenced by the Dominions. It will be difficult to conduct foreign policy when Empirewide approval is necessary. Sooner or ■later some grave accident will explode the system. Let us hope we are not involved in that accident.”
