Eight fresh cases of diphtheria have been notified from Kaitangata, states a Dunedin telegram. All the cases re ported are progressing satisfactorily. On October 13 a conference of representatives of local bodies interested in the joint heavy traffic by-law was held to consider a notice received from the Heathcote County Council that it intended to withdraw from the agreement. one of the reasons being that the license fees provided in the by-law were too low. After a general discussion the Heathhcote County delegates agreed to withdraw their opposition provided the license fees for horse drawn vehicles were increased. The delegates took into consideration the fees payable for licenses for motor vehicles and unanimously decided to recommend their respective councils to pass a resolution increasing the fees fer licenses for horse drawn vehicles under the joint heavt traffic by-law by 100 per cent. At the meeting of the Citj' Council on Monday the council’s delegates to the conference recommended that the fees be increased accordingly. The couincil adopted the recommendation.
