A powerful British financial interest has obtained concessions over practically all the valuable lands in Panama, according to a memorandum prepared by Mr Richard Marsh, rubber expert, and submitted to tho Departments of Commerce and War. Mr Marsh calls on the United Statoe Government, as its clear obligation both to the real interests of Panama and herself, to compel the annulment, or modification, of these concessions. The chief purpose of the British action as Mr Marsh sees it, is to block the proposed American development of rubber in Panama, which is detrimental to the British rubber monopoly.
