Karakhan, the Soviet Consul-General at Harbin says that General Chang Huan-hsiang, Commandant of the Railway Zone, has established a reign of terror towards Soviet citizens, obviously desiring to break up the Mukden negotiations. Seventy youths, between twelve and twenty years of age, have been arrested and detained under awful conditions. They are undergoing tortures, which have been resorted to in a more severe form during the last few (“fays. Insults and arrogance towards Soviet citizens continue. The Consul concluded: “ Resolute measures are necessary to counteract the Chinese attitude.”
