Admiral Coontz has prepared a, confidential report on the condition of the United States’ battle fleet, which he declares sadly needs overhauling, and generally intimating that the Navy has fallen behind the five-five-three ratio. The report has been placed in the hands of Chairman Butler of the House of Representatives Naval Committee for consideration b}' that body at a secret session. Some members of the committee describe the report as sensational. The report, which is based on Admiral Coontz’s observations during the Australian anq New Zealand cruise, is said to have 'seriously disturbed the Nav\- General Board and therefore it deemed it advisable to submit the matter to Congressional consideration.
