BRIAND HAS NARROW ESCAPE FROM DEFEAT. By Telegraph.—Press Assn.—Copyright ' Reuter's Telegrams. (Received December 4, 1 p.m.) PARIS, December 3. The Chamber of Deputies, with the exception of a short interval for refreshment, sat all night and was still sitting at noon to-day. The Government only secured a majority of six for the adoption of article four of the Finance Bill, increasing the limit of the Bank of France's advances to the Treasury by six milliards of francs. M. Briand, before a vote was taken, appealed for the adoption of the article as. the corner stone of the Bill, making it a question of confidence. Article five authorising an increase of seven milliards in the note issue was adopted on a show of hands. Article two. increasing the general income tax by 20 per cent, the tax on non-commercial profits by 25 per cent, and doubling the mines duty, was also adopted. After a rejection of amendments to increase the property tax and the agricultural profits tax by 25 per cent and exempting certain land owners from taxation, the Chamber passed the whole of M. Loucheur's Finance Bill by 257 votes to 229.
