A Genoa coal syndicate comprising 30,000 members, all Fascists, suggested a patriotic scheme under which 5,000,000 Italians would voluntarily subscribe a dollar each annually for five years to pay off the debt instalments agreed to at Washington. Fascist organisations in other centres, including the Milan* Fascist Directory, warmly approved the scheme and convoked provincial communal conferences to make the movement national. Wealthy members, banks and industrial concerns are looked to to contribute largely, also women from their savings, and workers by means of overtime extra work.
