The Paris correspondent of “The Times” reports that the negotiations which have been proceeding for the past three years for the formation of a Franco-Russian bank in Paris, have been broken off. Representatives of the Soviet proposed that the bank’s capital should be two hundred million francs, contributed equally. The French rejected this, declaring that it was too large. The Soviet representatives eventually agreed to reduce it to twenty millions. but no French bank was prepared to guarantee even half of this comparatively small sum. The negotiaJ tions consequently broke d<>wn.
