CHANG’S AGREEMENT WITH SOVIET CONDEMNED. (Received September 27, 11.30 a.m.) PEKIN, September 26. The Government lias protested to the Soviet against the signature of the agreement between the Soviet and Marshal Chang Tso-lin, saying that Chang is openly rebelling against tho Government, which will not recognise the agreement. General Wu Pei-fu has issued a proclamation renouncing Marshal Ohang Tso-lin, whoso nature and character of a bandit is unalterable, he says. It states that General Wu has been instructed by the Government to quell internal unrest, and as it is tho good wish of foreign Powers to see the early unification of the country, I trust the step I have taken will meet with their support and approval.” General Wu promises to afford the fullest protection to the lives and property of the people of all nationalities without distinction.
