PEKIN, July 15. > Disastrous floods are threatening Tien-Tsin. They have been caused by abnormal rains in the hinterland. Experts have advocated the cutting of the dyke to allow the flood-waters to escape sea ward north and south of Tien-Tsin. j The Chinese authorities have agreed j to the cutting, which will flood many j Chinese villages, but it is stated that j this will be the only wav to save Tieni Tsin. Coolies are working all night
long strengthening the dykes around tlie city. Tien-Tsin is a treaty port on tho Pi-ho River, in the Province of Pi-chi-li, and is the outlet of Pekin. Its {Kipulatiou is estimated to number about 1.000,000. and the district around is very thickly populated.
