Herriot, the French Radical leader, m a signed article in the newspaper “ L'lnformation.” dealing with Japanese emigration to the United States, says that the United States has taken a grave decision. He points out that t|ie density of population in the Japanese Empire is greater than in Germany or Italy, and he is certain that efforts to find an outlet will not be relaxed. Japan will no doubt emigrate her surplus towards Manchuria and Siberia, but that will not suffice, if, imitating the United States, the whole of America closes its doors. “What will happen if the West refuses to admit Japanese, at the moment when they have their backs at the Wall in the struggle for existence? A way will be prepared for events which will shake our civilisation to its foundations. No barrier can resist such a tremendous pressure.” . M. Herriot is a distinguished French educationist and a pioneers of local government. He is known as “ King' of the Mayors” on account of his success for many years, in .the Mayoralty of Lyons. He was Minister of Transport in war time, and shares with M. I.oucheur the reputation of being one of the first economic authorities of France.
