PROCLAIMED AT AIX LA CHAPELLE NO RESISTANCE OFFERED BY GERMANS. By Telegraph.—Press Association.—Copyright.—Router's Telegrams. (Received October 22, noon.) PARIS. October 21. The Rhenish Republic was proclaimed at four o'clock on Sunday morning at Aix La Chapelle. All the public buildings were occupied by Separatists, and the Rhenish flag was hoisted' on the Town Hall. The German police offered no resistance. The Republicans issued a proclamation forbidding resistance.
