BIG ESTIMATED SURPLUS. Per Press Association. WELLINGTON, October 15. The Hon J . G. Coates estimates that tho P. and T. Department Mill shoM’ a profit of about £450,000 by March 31, although three years ago there Mas a. deficit of £I3OO. He defended the alteration in the telephone rates on the ground that the people who used it most should pay most, and that business rates Mere too low in comparison to private rates. The object Mas to give country people a reasonable rate. He believed that telephones should come before roads. They -were a great comfort to backblocks settlers, especially women. The same thing applied to the rural mail service. The postal finance Mas buoyant and lie only ivished that the railway finance M'a.s as good.
