HUGE PILES OF DEBRIS. By Telegraph—Press Association—Copyright Sydney “ Sun ” Cable. (Received October 15, 10.55 a.m.) TOKIO, October 13. Military parties are engaged in both Tokio and Yokohama, dynamiting the ruins of buildings prior to rebuilding operations. Thousands of workmen are heaping

the debris into vast mounds beside the roadways. Though there are a few complaints the Government seems to have handled the situation creditably. Tho whole administration Mas turned upside down, and the wonder is that the Government did not collapse in a panic instead of systematically organising its immense relief u’ork. The Japanese take the position philosophically, and through all gleams the perpetual Japanese smile. From Cabinet Ministers to workmen on temporary buildings and refugees, all greet one with a smile.
