By Telegraph —Frees Association—Copyright Keuter's Telegrams. (Received October 12. 8.25 a m.) LONDON. October 11. Lord Derby, addressing the annual meeting of the Empire Cotton Growing Corporation, while declining to discuss the question of preference, stated that lie was of opinion that whatever 1 was done to extend cotton growing in the Dominions it must not be merely advantageous to them. but of the greatest advantage to Britain.
