Replying to the Russian complaint that r*"* protection was giveu to Soviet delegates, the Swiss police state that for several weeks they guarded Vorowsky, thougli he refused the protection of the guard. The guard was withdrawn when it became clear that Vorowsky would not be allowed to attend the eonforenoe. as this placed him on the same footing as a prirnto citizen.
