THE RETURNING OFFICER.
MR ALBERT FREEMAN, who has the responsible task of conducting the various polls for the City Council, has had unique experience in the conduct of proportional representation polls, which have assumed proportions in Christchurch not : reached in any other part of the world. Mr Freeman is also experienced in parliamentary elections and not a little of his success as a returning officer has been due to the building up of an experienced staff. Mr Freeman has been in business for a good many years as a land valuer.
