PROCEDURE IN CITY POLLING. RETURNING OFFICER’S VIEWS. It is hoped that the final results of the council election will be known by Tuesday or Wednesday next, thougn it is quite impossible to forecast with any certainty. The first process, the scrutiny oi : the roll, was commenced this morning, and it is hoped, will be concluded by this evening, though it is not possible to give any accurate indication of the duration of the task. On the completion of the scrutiny the work of ascertaining the result by the transference of surplus preferences will be at once com mo need, and Mr Freeman, the deputy returning officer, is hopeful that appreciable progress will be made in this direction this evening, and that some further results will be available. First of all, however, the "informal votes must be carefully eliminated as the quota is computed only on the formal votes. Once the informal votes have been discarded and the total of the formal votes accurately known, the returning officer will know the quota which will determine the election of candidates. The transference of the preferences wTll then proceed until all the councillors required are elected. IN OTHER CENTRES. OTAKI. (Pier Press Association.) OTAKI, April 27. Mr J. P. Owing to the heavy poll, the results of the election are unlikely to be known till late this afternoon, but at present Mr G. Mitchell, who stood down for the mayoralty, is leading for the city council, and only one Labour member (Mr Chapman) is in the first fifteen. Ten old members are among the leaders for the harbour board, and Messrs Mitchell, Bennett and Norwood, and Captain Post are all ahead of the Labour candidates. The municipal elections resulted in the return of five old councillors, one candidate who was associated with them or the ticket, and two, including Mr -S G. Smith, M.P., who were included in the Citizens' Committee ticket. The Labour candidates were badly beaten. The election is an emphatic win. for the Mayor (Mr F. E. Wilson) who was unopposed. The Saturday half-holiday was retained by a substantial majority.
