REVOLTS IN CHINA.
THE NAVY AFFECTED. By Telegraph—Press Association—Copyright Australian and N.Z. Cable Association. PEKIN. April 11. A Shanghai telegram says that tho first squadron of th© Chinese nary, consisting of on© cruiser and tour gunboats, has issued a manifesto, declaring the independence of th© Pekin Gov - ernment, and calling on the entire navy to join tho revolt. The first squadron has apparently aligned itself with Dr Sun Yat Sen’s forces. The Chinese fleet consists of about 40,(f00 tons, with a personnel of some 8000 officers and men. The revolution checked an intended reorganisation of th© navy, and its present situation doubtful. - It has very little fighting value. There are at present two Gov ernments in a divided China —-one in Canton and one in Pekin. Dr Sun Yat Sen was President of the Canton Gov eminent until last year, -when he was expelled by an ally. He has since been endeavouring to rehabilitate himself m China.
