A Dusseldorf message says that General Degoutte denies categorically thp allegations in regard to secret executions in the Ruhr. The “Dailv Express’s” correspondent is unable to verify a single allegation of French, savagery. Three Tierman civilians, he says, have been killed since January 15. each of which happening has been officially reported SUPPORTING THE MARK. PARTS. March, 9. In order to guarantee the Allies against a further drop in the mark, and to prevent industrials organising a delay in payments in the hope of a depreciation, the French have modified the Ruhr coal tax.
