[ The Royal Commission on Honours ! recommended that before the names of persons for appointment to any dignity or honour Mere submitted to His Majesty the King, they should bo referred to a committee of the Privy Council, consisting of three members who were ! not members of the Government, Mere i appointed for the period of the Gov- ! ornments holding office : that the com- | mittee should hi' supplied with particulars of the service for which the honour was propo?ed, and also with a statement by the patronage secretary that no payment or expectation of pay- | ment to any party or political fund j was associated with the recommendaj Lion : that the name of the person I making the original suggestion of the j honour should he furnished : and if. in spite of an unfavourable report by the committee. the Prime Alinister still wished to submit the name to the King, the latte- should be informed of the committee’s report. The Commission also recommended the passing I of a short Act imposing penalties on j any person seeking to secure honours i for another in respect of any valuable I consideration, or for offering payment i for trie honour. The Commission considered it impracticable to limit the number of honours, as that would be j limiting the King’s prerogative. Mr j Arthur Henderson dissented from the 1 report, on the ground that the Comj mission might have made a much more j searching inquiry.
