R. dynes complained that the measure was insufficient and dis- J appointing. Air T. J. McNamara urged public j schemes should be used to decrease Air A. Ilayday. Labour member for Nottingham, disapproved of insurance by industries, because industries with the lowest percentage of unemployment would contract out of the scheme, leaving the residue of casual seasonal trades ■ to bear the burden. j Mr Sidney Webb (Labour) said j 600,000 unemployed were not getting unemployment benefit, owing to the in- i creasing stringency of the administration.
