The Secretary for Labour, Mr Davis, in his annual report to Congress gives as his opinion, that the unemployed crisis periodically afflicting tho United States is not so much due to actual dearth of employment, as to the inability of American workmen to adjust themselves to changing circumstances, and to turn to other lines -when their own trade is slack. Mr Davis thinks that the remedy is that every workman should learn a secondary trade. His report urges that more attention should be given to the Federal employ ment service, -which last year found employment for 1,500,000.
