The “ New York Times ’’ Washing ton correspondent says: “The situation concerning American help in Europe becomes delicate. Officials deprecate the publicity which has been given to re <ent hints concerning the Administra tion’s plans, and now discount the speculation on Achat the United States i* doing. Senator Borah. Avho leasts the irreconcilable element in the Seriate. made a statement to the effect that patois diplomacy was not sufficient for the present situation. A sound business policy only, combined with sheer humanity, coulrl command the necessary confidence, and Europe must put her own house in order along the* lines of combating militarism. Imperialism and various injustices, be lore she could expect American help. Tt is pointed out that Congress, Avithont Avhich the Administration can do little, if any thing, is an uncertain quantity in the present state of affairs.”
