LOAN TO AUSTRIA.
CONDITIONS BY THE POWERS. By Telegraph—Press Association—Copyright Australian and N.Z. Cablo Association GENEVA, .September 20. Dr Seipel was recalled in order to receive the following proposals by the league of Nations Tor Austria’s restoration : (1) That the Powers agree to ensure ‘ and respect Austria’s territorial rn- \ tegrity. (2) That Austria agrees not to sign any foreign treaties, contradicting understandings w ith her creditors. (3) That the Powers will guarantee Austria a two years’ loan of 520,000.000 j gold crowns, which will be floated in j foreign markets, in order to re-estab- ; lish Austria’s finances. (4) That important financial and administrative reforms will be imposed on AustriaThe League will establish in Vienna a commission of control to ensure home reforms being executed and to watch the securities given by Austria or the loan. France, Italy and Cssecho-Slovakia have already announced their intention to guarantee the loan by giving he necessary securities to private banks egotiating the same. GARDEN TRELLIS.
