A Moscow message states that Raskolnikoff, the Soviet representative at Kabul, has been instructed to sound Afghanistan regarding an Oriental alliance to include Russia. Turkey, the Caucasian Republic of Bokhara. Mongolia and Persia. It is reported that Raskolnikoff has already formally offered Afghanistan an alliance. A similar offer is expected from Kemal.
