TO THE EDITOR. Sir, —That five thousand the City Council intends to spend on an American engineer would be a big help towards relieving local unemployment and cVi stress. It looks very much as if the City Council is wasting good money. The main object of the AVaimakariri stand-by plant must be to hold a perpetual threat over the Government so as to ward off proposed increases in charges for Lake Coleridge power; in others words, it would enter into direct competition with the Public Works concern. It is a ten to one Pet, therefore, that the Government will throw every obstacle in the way of Waimakariri development. It may even block it altogether. The Council was reckless to cable for the expert before it investigated the general position. —I am. etc., ANTI-WASTE.
