A British observer, who has returned from a visit to Hhankaikwan, reported that General Chang Tso-lin has arbitrarily seized 300 coal ears in a Kailin mine yard, and it i« said that he is threatening to burn them and other railway equipment if he is further attacked by General Wu Pei-fu. The railway equipment forms the security for British and Japanese loans. General Chang Tso-lin’s soldiers are reported to be recalcitrant, and are interfering with the district railroad, thus threatening foreign interests.
