I A report was received from the board's | attendance officer. Air J. A. Blank, for the | period ending February 14. The names j of forty-five children had been sent in, 1 and in respect of these twenty-five notices had been issued to parents. It was fur- ' ther reported that the attendance at the ' several schools visited was very satisfactory. GAMMACK SCHOLARSHIPS It was reported that of the Gammack Scholarship candidates Air F. J. Jacobs and Mr J. H. North were first and second respectively in order of merit after those who had qualified either for Junior University or University National Scholarships. The board was recommended to 1 award Mr Jacobs and Mr North Gammack Scholarships, and, failing their acceptance, the scholarships to be offered to the candidates next in older on the list. ” EDUCATION GAZETTE.” A letter was received from the Department requiring the board to advertise in the “ Education Guzette.' The secretary reported that from complaints received from the Grey branch of the Teachers' Institute and a number of individual teachers, it appeared that the Education Gazette” had not- reached many teachers in time for them to apply for the vacancies in this district, although tho timo for receiving applications had been extended tilj February 11. It was agreed to bring the matter under the notice of the Department. It was also decided to advertise vacancies in one newspaper in each centre. A further jiotice was received from the Department, to the effect that save in the case of the" first permanent appointment, no teacher was eligible for appointment to anv vacat position before the expiry of at least one year after the date of his last permanent appointment, except in special cases approved by the Director ou tho recommendation of the board. BUILDINGS COMMITTEE. Tho Buildings Committee reported that a deputation had waited on the committee regarding the delay in carrying out the works authorised at the Lincoln School. This matter was referred to the chairman of the board and the chairman o r the Buildings Committee to investigate. Tho committee reported the destruction o'' the teacher’s residence at Robinson's Bay by fire on February 9. It. was resolved that an inquiry should be held by Messrs Peverill find Spencer on Thursday. February 23. The Department having declined to make a grant for remodelling the AVest Melton School, it was decided to ask if the cost could be charged to the board’s rebuilding fund. TROUBLE WITH RANGIORA COMMITTEE. U was stated that a letter had been received from the Rangiora School Committee objecting to the appointment of Mr G. <M. Boyce, not ou personal grounds, bt ns a matter of principle, and stating that, in the event of the board making another appointment without affording the committee the right of selection the committee intended to resign in a body. Air Banks moved that the Rangiora Com- < mittee should be informed that, whilst the board sympathised with its contention io th© right of selecting a teacher, the board, under the new regulations, had to appoint the teacher highest on th© grade! list. Air Andrews said that the grading systern was a most pernicious one. Under this system a teacher who was in every way suitable for an appointment might have to be passed over in favour of another toaohef who was on© point ahead on the graded list, but quite unsuitable for the position.
