SECRET AGREEMENT ALLEGED. By Telegraph—Press Association— Copyright. Australian and N.Z. Cable Association. (Received January 9, 8.5 a.m.) TOKIO, January 7. The Japanese Government has strongly protested to the Chita Government against the publication of documents alleging a secret agreement _ between France and Japan regarding Siberia. The protest denies the alleged exposure, and declares that negoti ations with the Chita Government will be discontinued if the falsehoods do not cease.
