OPINIONS OF THE PRESS. Australian and N.Z. Cable Association. (Received November 15, 10.20 a.m.) TOKIO, November 13. Tho 3 > rime Minister (M. Takahaehi) has announced that the policies of the Japanese Government will not be changed under his administration. He indicated that the personnel of tho Washington delegation will not be altered. The Japaii€?se Press is generally favourable to Mr Hughes’s programme, emphasising that it would mean a tremendous financial saving to Japan, but that details must be carefully and cautiously worked out. The anti-Govern-rnent “ Kokumin Shimbun ” and one or two other papers insist that Japan should bo permitted to bav© at least twelve capital ships.
