The “ Asa. hi Shim bun ” publishes what are regarded ns the official viewa concerning the Pacific fortifications. They state that. Hawaii should be included with Guam and th© Philippines in disarmament plans. 'Hie paper Bays that Pearl Harbour advances the American fleet two thousand miles towards Japan, forming a substantial menace which Japan must meet when considering the minimum of self-de-fence, It is reasonable therefore that the Japanese delegates should insist on the disarmament of all Pacific Islands including Hawaii. The paper concludes: l< Should America, go a step further and present a. candid attitude and generously agree to abandon her plan oi further strengthening Hawaii, the negotiations for naval limitations will be sure to mature without great difficulty, but insistence on the Hawaiian plans may precipitate a controversy menacing the sino«4& s of the conference.”
