(Per Presi Association.) WELLINGTON, September 28. The biennial of the New Zealand Counties’ Association was opened to-day. Air A- F. Jull (Waipawa) presiding. Apologies for nonattendance were roceived from the Acting-Prime Minister and other ministers- The president gave an interest ing address on local government. The statement of accounts showed a surplus of assets over liabilities of £522. Remits dealing with subsidies and general rates were deferred until the Minister of Public Works makes a statement regarding the Highway Bill.
