After a conference lasting several weeks, between the Government and representatives of the pastoralists and other interested, industries, a comprehensive scheme for fodder conservation as a means of drought insurance lias been prepared for submission to Cabinet, which proposes an Establishment Board, with legislative authority, representing the pastoral s arid financial interests with a Government nominee: the State also to be divided into districts under local committees, which will attend to the estahnshment of central depots wherever required for the storage of fodder, which farmers will be encouraged to grow at guaranteed prices. Rural, interests and the Government- will jointly finance the fichome. which is estimated to require £5,000,000 to carry on for five years, when it will become self-sup-porting. The scheme is well received among rural interests.
