Tho Cockatoo Island Commission decided that the dismissal of workmen nnd officials nt the dock was not within its jurisdiction, but was a Cabinet responsibility. A sergeant of State police gave evidence regarding sand contracts, stating that extensive frauds were carried out in this connection, and tho Government was hooked up for tons of sand which never were delivered. "Witness : added that a sand contractor was employed on the island by the Government but carried on contracting under an assumed name. As an employee he •was not allowed to contract, but lie f got his fifteen year old daughter to sign Ilia receipts and vouche r s in his capacity of contractor. Witness stated , that officials of the Public Works Department were aware of this.
