Marshal Foch has ordered troops to advance., into Germany. (Received March 8, 8.40 a.m.) LONDON, March 7. Dr von Simons informed the conference that he was unable to make fresh proposals. Germany was prepared to pay the annuities fixed for five years and twelve per cent, levy on exports. Payments would only be possible if the plebiscite leaves Upper Silesia, with Germany, and the restrictions on Germany’s world commerce be abolished. Dr von Simons declared that the menace of the sanctions was in contradiction with the League of Nations’ pact which Germany signed. “ 1 therefore announce in the name of the German Government,” he said, “ An appeal to the Assembly of the League against the sanctions.” The “ Central News ” announces that the Allies have rejected the German proposals, and decided to enforce the Paris decisions.
