CARGO RESTRICTIONS. POSITION UNCHANGED, [Per Press WELLINGTON. March 2. The shipowners decided to-day that failing a satisfactory reply from the watersiders the ships’ crews will be paid off on Friday, and the vessels laid up. It. was decided also to severely restrict tho clasß of cargo to be carried by the ferry boats. The general position remains unchanged, and is nob regarded as encouraging.
