Jt is learned that the new protest was. precipitated, by secret information. reaching tho State Department that the 'Allies intend approving through the League Council of the Mesopotamia mandate at the present session ol the council. COUNCIL RECEIVES NOTE.* PARIS. February 9*2. A surprise was sprung on thy Council of the League of Nations, which was about to discuss the mandates, when the American Ambassador's letter was received, stating that President Wilson desired to submit his views, and requesting that ‘-no final decision should be taken on any point whatever on tho question of mandates M until his views had been received. has reached Paris and is being de ciphered. Thu council agreed to wait.
