M. ARISTIDE BRIAND, who follows M. Leygues as Premier of Franco. M. Briand was Premier from 1915 to 1917, when he was succeeded by Clemenceau. He has taken a prominent part in French affairs, and this is tho seventh occasion on which ho has been called upon to form a Ministry. He is a great speaker, and a fine example of the opportunist politician. He was an extremist in his salad days.
