Whether the Christchurch Tramway' Board comes within the scope of the Proportional Representation Act is a question that ihse been raised in Wellington by Mr M’Combs. The City Council has decided, at Mr M’Combs’ request, to ask the legal adviser to the Municipal Association to say whether the board is a “ local authority ’’ under tho Act. "That’s an old problem,” said the Mayor at the City Council meeting last evening, when Councillor F.
