THE HAGUE. January 14. The Government has submitted* to tho Bureau of tho I Second Chamber a Bill reserving to tho Queen authority to adhere to the Teague of Nations, In an explanatory memorandum, tho Government outlines imperfections in tho covenant, as for instance the clause providing that the .Netherlands, on joiume; the League, must renounce her privileged position as neutral. H is also pointed out that the proposed permanent Court of International Justice is yery much in the air. and that small Powers have scarcely any influence in the constitution and work of the Administrative Council of tho League, Nevertheless the Government finds adhesion necessary, as the Netherlands would otherwise be placed in an intolerable international position. Despite its drawbacks, however, the League hears seeds of development, which may he profitable to humanity.
