EXCHANGE OP PRISONERS

The O’Grady-Litvinoff conferences have concluded, and Mr O’Gradv is returning to England. It is understood that the negotiations for the exchange of prisoners definitely failed.

Negotiations broke down owing to Litvinoff persisting in tho refusal to exchange British officers. Litvinoff’s demands, which were impossible to accept, included the exchange of 225 Russian prisoners held by tho Archangel Government for twenty-two British officers, also that British women and children in Russia should be exclianged for 2700 escaped Russians now in Denmark.
