Hie concentrations in East and West i russia of largo bodies of returned Baltic soldiers is arousing suspicion. An unofficial German gazette says the Government is complying with the local demaud to maintain the frontier defence, but in some quarters the concentrations are regarded as dangerous. It is suggested that the Government is yielding to the machinations of the militarists'? including Goltz and Hoffman, who arc planning a revolt designed to begin in East Prussia, where the peasants are secretly armed. Troops from the Baltic were recently urged to regard It as their duty to restore the old order in Germany.
T* lo Warsaw correspondent ..f the Times ’ estimates the Prussian concentrations at 80.000 regulars and 15,000 of other classes. The strongest forces are at Bromberg and Thorn, tipper Silesia.
