(Received November 18, D a.m.) WASHINGTON, November 17. President Wilson considers the Peace Treaty ruined. The reservations nullify the Covenants, and render ‘them utterly impossible. General Smuts, in a striking appeal to America to ratify the Covenant of the League of Nations, said that he was told that tho. League, was in danger in the American Senate, but he could not believe it. Might he send a message from South Africa to America? He trusted that an appeal would not be resented. America had established a great record in the war, and had showed herself capable of the highest altruism. He could not believe that America would now, after all, block the way, or that a purely American point of view would he allowed to override the wider interests and necessities of civilisation in the greatest crisis in history. They all prayed that America would sign tho great Covenant, and complete the work for humanity which she unselfishly set out in the war to do.
RUSSIA WILL LIQUIDATE HER WAR DEBTS.

I ranee s changed attitude in regard to non-intervention in Russia is attributed to an assurance received in Paris from the Soviet Government that all debts incurred under the Czar's and the Kerensky Governments will be recognised.

After an interview with President Wilson, Senator Hitchcock announced that the President was unable to consider or accept Senator Lodge’s reservations to the Peace Treaty. Ite considered them a nullification of tho Treaty, leaving the United State? impotent in tho League of Nations.
