PLAIN TALK TO RUMANIA. PAULS, November 13. The Supremo Council's ultimatum to Rumania demanded signature of the Treaty within six days. It frankly enumerated Rumania’s shortcomings, including her delay in entering the war and her abandonment of the war while four hundred thousand troops were available under arms. The ultimatum was not actually dispatched but the announcement of its terms brought; a communication from Rumania to the effect that the latter was readv to sign. ______
