President Wilson has been requested to issue a call which will go to England. France., the United Star’-; Japan, Italy. Belgium, Greece, Spain and Brazil. The American delegation Is positive that the United States will not he represented on the Council unless the Senate ratifies the Trcatv before the meeting.
